[Mpi-forum] First reading of nonblocking collective operations

Hello,
we will have the first reading of the nonblocking collective operation
proposal tomorrow morning 9:30am (the schedule was changed slightly).

We will discuss topological collectives before and after this (if there
is time left).

Changes to the MPI 2.1 document are:
- Section 5.1 - additions are underlined, deletions are striked
- Section 5.12 - completely new
- Section 5.13 - Example 5.28 - Example 5.33 are new

Any updates will be posted to the wiki and to the mpi3-coll mailinglist.

Please review the proposal and provide me comments either today or
tomorrow morning during the reading.
