[Mpi-comments] Status of the Async-proc-mgmt proposal

That effort is inactive at this time.
One reason is that you can achieve much of the same behavior by creating a separate thread for each blocking call that you want to be asynchronous, and most environments that support MPI dynamic processes also support threads.
