[Mpi-22] Authors now on tickets

There are now checkboxes for the relevant chapter authors on the Trac  
tickets.

You can use these fields in Trac custom queries to find tickets that  
are in your chapter (for example).

Who is in charge of the Terms and Conventions chapter?  On https://svn.mpi-forum.org/trac/mpi-forum-web/wiki/MpiTwoTwoWikiPage 
, I see the following list, but it does not include T&C:
