[mpiwg-tools] PERUSE typed event in MPI_T feedback

Hi,
Following the yesterday's discussion about event you proposed, I can provide feedback from a low level MPI implementor if needed.
I can check if the events can be detected, if callbacks can be called on these events, and what type of information about the messages is available, using our transport layer implementation as an example.
Can you share the draft presented yesterday?
