[mpiwg-tools] QMPI at September Meeting

Hi Wes,

yes, some plenary time would be nice for this.

Last WG meeting Martin, Bill, and I also discussed two new tickets 519
& 520 that we also wanted to have some plenary feedback on (to check
whether this is worth continuing).

Should I send out an announcement of those three topics?
