[mpiwg-tools] Allinea's requirements for launching debuggers

Hi all,

An outstanding issue from the last meeting was the collection of the 
requirements for PMIX debugger launch.  Allinea's requirements are 
covered in the attached document.  Note: it is our preference to have a 
debugger launched per compute node rather than per process, although we 
do cope with the latter case.
