[Mpi3-tools] New lead for MPI tools group

Kathryn:

I would like to see things like the introspection interface,
message queues and MPIR 2.0 in the main standard. I thought
that was the plan with the MPIR document being an interim
step until the evolved interface could be designed and
standardized. I would hope that MPI Next would provide
the right opportunity to pursue these goals.
