[Mpi3-tools] New lead for MPI tools group

Hi all,

With taking on the chair role for MPI 3.1/4.0, I asked Kathryn Mohror to take over the role as the WG lead for tools in the MPI 3.1 and 4.0 efforts. She has been very active during our WG so far and has graciously agreed to drive the upcoming efforts. She will send out more information on future meetings in the coming days.

Thank you for all your hard work on the various topics during the MPI 3.0 efforts (incl. the MPI_T interface and the MPIR document) and I am looking forward to working with Kathryn and all of you during the MPI 3.1/4.0 process.
