[Mpi3-tools] Slides to present to the Forum

I went ahead and knocked out these slides today while the issues are still fresh in my head.  

Per our discussion on the teleconf today, our question to the overall Forum is how to proceed with the multiple proposals: as separate documents, ...etc.
