[Mpi3-tools] MPI Tools new telecon time

Hi all,

Based on the results of the doodle poll, we will have the telecons on every other Thursday at 8:00 AM PST. We will start on Feb 21 and go from there. 

I'll send out the call-in information as the time gets closer.
