[mpiwg-rma] Problems with RMA synchronization in combination with load/store shared memory accesses

As far as I understoood, the MPI shared memory is like 
a physical shared emory, i.e., there is no difference between
the portions allocated by all processes collectively
with one collective call to MPI_WIN_ALLOCATE_SHARED.

All portions build together one large array.
Of course, a store to the first element of
the total window by one process and after a synchronization,
a load by another process requires some memory operation.

But this is independent of the process that allocated
this portion of the window.

I hope that the RMA Group can clarify the assertions.

The most simplest change may be to say that 
the current assertions have no meaning with shared memory 
windows and to define a new set for shared memory windows.

The problem should be solved in MPI-3.1 at least 
in the way that the meaning is clear and consistent.
