[Mpi3-rma] new RMA chapter and ticket #187 need to be reconciled

If/when ticket #187 passes then we will need to update some of the RMA chapter text to include the new "Multi-language types" category.  Specifically, the text for MPI_Compare_and_swap mentions the Chapter 5 reduction type groups.

I'm just sending this to the list so that we don't forget.
