A draft of "RMA Proposal 1", along with some entries for the Journal  
of Development, has been posted on the wiki at

There are still comments and points for discussion in this document;  
please send your feedback ASAP.

As a reminder, Proposal 1 is intended as a relatively small change to  
the MPI-2 RMA chapter that address many (but not all) of the issues  
that have been raised by the user community.
