Hi Tony,

Easier to review if the PR is done relative to the branch that adds partcomm - this PR#3 shows 1 new commit affecting 1 file, rather than 203 commits affecting 8 files.

Don’t delete PR 275, though - that will be needed later for inclusion into canonical MPI.
