[mpiwg-p2p] FP16 at MPI Forum in Dec 2017

Plenary on FP16 is a good idea.  I do not think we are ready for a reading.

If there is a working group on FP16, I'd like to dial in.  I wanted to
attend but it's not practical for me to travel in December.

I intend to be at the Portland meeting and we should aspire to do a reading
there.
