[mpiwg-hybridpm] Changes to the EI chapter

I disagree.  The point here is that an implementation that documents
its complete lack of support for threads is allowed to prohibit the
use of threads in an MPI program that uses it.

As the MPI Forum cowardly refuses to assume threads exist, this is a
natural and necessary consequence.  I fully support that MPI Forum
requiring implementations to acknowledge the existence of threads, but
this has not happened.
