Sorry there were some typos in my original email.  It doesn't need to
make progress on other UPC threads, of course.  But it needs to make
progress on other communicators created by that thread.  If the
communicator is completely independent, that won't happen.

Perhaps best to explain in the working group telecon.  Email is too low
bandwidth for this.
