[Mpi3-hybridpm] Endpoints Proposal

Hi All,

It's time to start working on text for the endpoints proposal.  I've put of
a first attempt under a new ticket, #380:

Please take a look and send feedback.  We'll read this as a group at the
Monday meeting, but it would be helpful to iron out some of the (many)
wrinkles and oversights ahead of time.
