[Mpi3-hybridpm] Next Hybrid WG Telecon

Hi All,

For discussion on today's telecon:

Pavan and I were discussing MPI_COMM_TYPE_NEIGHBORHOOD (#297), which is 
an extension to the MPI_Comm_split_type ticket, and came up with another 
interface:

MPI_COMM_TYPE_NEIGHBORHOOD[MPI_COMM_TYPE_NEIGHBORHOOD_MAX]

In this interface, the implementation defines the number of levels 
(0..MAX-1) and the user can query for a particular level by indexing the 
constant for that level.

Interested in your feedback and in whether we can evolve this idea of 
having neighborhood "levels" into something that is useful and 
appropriate for the MPI spec.
