Hi Wesley,

We have draft of the global-restart (Reinit) specification and would 
like to get feedback from the group. Perhaps we can discuss it in the 
next group meeting? I'm available the next Mondays (11/16, 11/23). I 
will send the PDF soon so everyone can read it.
