[mpiwg-ft] FTWG Con Call - 2020-03-02

We are making progress on specifying the course grained recovery, but we 
have some questions about the standard, specifically on the behavior of 
error handlers. We would significantly benefit if we can allocate 15-20 
minutes to this.
