ULFM


  *   Aurelien started the work of splitting out the ULFM text
  *   Started with MPI_INIT and MPI_FINALIZE text
     *   These functions won't return failures related to process failure
  *   Next step is all of the general fault tolerance text
     *   Mostly focused outside the FT chapter
     *   Might add the intro of the FT chapter
  *   After that, describe error classes for process failures
