[mpiwg-ft] New draft that separates ERR_PENDING from ERR_PROC_FAILED_PENDING

\item \error{MPI\_ERR\_PROC\_FAILED\_PENDING} indicates, for a non-blocking communication,
that the communication is a receive operation from
\const{MPI\_ANY\_SOURCE} and no send operation has matched, yet
a potential sender process has failed. Neither the operation nor
the request identifying the operation are completed.
