[mpiwg-ft] New draft that separates ERR_PENDING from ERR_PROC_FAILED_PENDING

The text describing MPI_ERR_PROC_FAILED_PENDING isn’t quite accurate. It says that no send has been posted, but it should actually say that no send has been matched (who knows what’s been posted but not received yet).
