[Mpi3-ft] Choosing a BLANK or SHRINK model for the RTS proposal

It was also mentioned to me that the SHRINK mode also forces all messages
to be dropped when the communicator is repaired.  Shrinking will likely
shift the ranks of processes in the communicator (to fill in the gaps) so
matching will need to be reset, and messages would need to be
dropped/drained. So it would no longer be possible for an application
re-enable collectives and still have messages in-flight across the repair.
At least not without further clarification on this point.
