[Mpi3-ft] Process Recovery Proposal

A first attempt at the Process Recovery proposal is at the link below:

This proposal is meant to complement the Run-Through Stabilization proposal. It currently only covers groups and communicators. Once we get those down, then we can extend to the rest of the standard.

In the teleconf tomorrow, I intend to walk through some of the high points. Next week at the MPI Forum meeting, we can dig into some of the details.
