[MPI3 Fortran] The alignment kerfluffle

Hi Jeff,

Yes, therefore my text is clearly telling 
that it is implementation dependent.
Therefore, changes are not necessary.
OpenMP and mpich2 and IBM are doing it different,
and therefore "implementation-dependent"
is a good solution.
