I believe your analysis is correct.

I may be in the minority on the Fortran committees at this time.

When the actual edits needed (why?) to make asynchronous
suitable for arbitrary asynchronous libraries are adduced,
we'll see what the Fortran committees then think.

I have too many burn on my fingers to place a bet.
