[MPI3 Fortran] Status of Interop TR regarding official standard

There has been a question raised as to the official status of a TR, in particular the Interoperability with C TR that has new features need by MPI.  Some have wondered if a TR is actually part of the language.

I'm providing a quote from a draft of the TR to help resolve the question:

>From N1838-2, pg iv, para 7:

"It is the intention of ISO/IEC jTC1/SC22/WG5 that the semantics and syntax specified by this technical report be included in the next revision of the Fortran International Standard without change unless experience in the implementatino and use of this feature identifies errors that need to be corrected, or changes are needed to achieve proper integration, in which case every reasonable effort will be made to minimize the impact of such chnages on existing implementations."
