[MPI3 Fortran] MPI Fortran bindings

I say that the new binding should try to solve at least some of the three fundamental issues mentioned, and hopefully introduce no new ones in the process.

Are you saying that if we can't fix *all* of the problems, we  
shouldn't fix *any* of the problems?
