Hi All,

Tickets 286 and 305 are ready for a re-reading (hopefully ticket 0 plus 
first vote) at the next forum meeting.  I would greatly appreciate it if 
folks could give the text a quick read-through.  Updated text is up on 
ticket 286:

The coloring is a little tricky since there are ticket 0 changes 
embedded in the original ticket 286/305 changes. Bracketed text (mostly 
magenta, but there is a little that is red under #305) will be removed 
and the blue text will be added. Red text is text that will be kept and 
was read at the January meeting.

The primary change was to remove the explicit specification of the 
tagged collectives tag space in favor of just saying that the operation 
doesn't conflict with point-to-point operations (collectives can't 
conflict because of existing threading rules).

Implementations of both tickets 286 and 305 are almost done and will be 
ready for the next meeting.
