[Mpi3-subsetting] MPI subsetting: charting the way forward atatelecon next week?

We may be talking across past each other - MPI_NO_EAGER_THROTTLE seems to
me to be a statement
about the MPI implementation, not the application, and thus does not fit
the test of being an assertion
on the application. I guess you could say that the application is asking
for the library to respect this
request, but this assumes this means something to all implementations.
If we are going to put things into the standard that mean something in some
implementations, and not
in others, we have to have a way for every implementation to add assertions
that are meaningful to them,
and can¹t just pick a set that fits a sub-set of implementations, and as
such need mechanisms for adding
new parameters, and querying which ones are supported.
