[Mpi3-bwcompat] MPI timer requests

Sure, that sounds like a reasonable justification.  I just wanted to make sure that you actually had that before you went forward to the Forum, since that's one of the things that I always ask when someone brings a new proposal to the whole group and it wasn't present on your original slides.
