[Mpi3-bwcompat] Non-blocking collective I/O ticket

Hi all,

As per the telecon last Friday, I'm attaching a small set of slides we 
plan to present at the forum meeting in July in regards to non-blocking 
collective I/O operations.
The ticket (#273) is also updated and I attached a copy of the 
powerpoint there too. Please feel free to provide any feedback general 
or technical.
