[Mpi-forum] Second and NO-NO Votes Announcement for March 2024 Forum

Hi All,

I’d like to announce a second vote and a no-no vote for the relax restriction on pset name provenance proposal for the March 2024 Forum.

A small change was made to the proposal since the December meeting so we are announcing a no-no vote on the following change to the original proposal:
