[Mpi-forum] Errata Vote Announcement

Dear all,

we would like to bring the following issue and PR up for erratum vote 
in the January meeting.

Title: UB for passing uninitialized variables to "significant only at 
root" arguments
Issue: https://github.com/mpi-forum/mpi-issues/issues/854
PR: https://github.com/mpi-forum/mpi-standard/pull/988/files

There remain other locations in the standard that use the term 
'significant at root' that are not accompanied by the proposed AtU, 
but it remained unclear in the discussion on how to incorporate the 
AtU at those places in the text, without changes that may easily go 
beyond a simple erratum change.

Therefore, we decided to go with this minimal change now and revisit 
this topic again with a broader discussion on how to improve the text 
without a specific time constraint.
