[Mpi-forum] New issue (317) looking for a home

Hi all,

A colleague at EPCC and I had a discussion that led me to create issue 317: https://github.com/mpi-forum/mpi-issues/issues/317

In the MPI-4.1 timeframe, I would like to find a WG to discuss and improve this nascent proposal.
