[Mpi-forum] Embiggenment: formal reading

As you all saw, a last-minute request from the Tools WG has made a minor change in the Embiggenment PDF.
Luckily, we're still (barely) before the T-2 week deadline, so here's a new PDF that contains the requested change.

The Embiggened functions are not marked; they are simply evident throughout the entire document.
