[Mpi-forum] Voting on Safe String Handling tickets for MPI_Info

Hello Everyone,
I’d like to announce the following tickets for voting at the MPI Forum in Albuquerque. They are separate tickets for the solutions that were discussed for safe string handling with MPI for Info strings for the readings in Zurich and Chicago.
Minor changes (if any) on the tickets since their last readings are included in a single commit, linked to at the bottom of each ticket. It is intended that Ticket #146 will be voted on first and if it passes, ticket #133 will be withdrawn (not voted on). There are minimal clarifying changes to the text that do not impact the behavior of the proposals in any way. These will require a no-no vote.
Ticket #146: https://github.com/mpi-forum/mpi-issues/issues/146 This solution uses a single function MPI_Info_get_string to both provide required buffer lengths and the value string itself.
Ticket #133: https://github.com/mpi-forum/mpi-issues/issues/133 This solution proposes two new functions for safely handling string MPI_Info_get_string and MPI_Info_get_buflen
Ticket #147: Deprecates the existing functions of MPI_Info_get and MPI_Info_get_valuelen that were unsafe in C
