[Mpi-forum] Reading for Issue #103 / PR #55

Hi all,

The Sessions WG would like to read issue #103 (associated PR #55), which introduces the core API functions for initialising and finalising MPI using sessions. This is a big change to the MPI Standard text, and a big change to how the setup phase of MPI is implemented and used. There are still some rough edges but the working group thinks that this proposal is ready enough for consideration by the full MPI Forum.
