I think most of the government rate hotels are going to be either next to the conference center or further south toward the city center. I've got a govt rate room in the Hilton Portland & Executive Tower.

FYI, the group rate of 179$ is way above the DOE max lodging costs (137$).  I'd expect most DOE folks to not be able to use this.
