[Mpi-forum] MPI 3.1 draft complete / last call for agenda items

Martin, Bill, Jeff S. + H., and Craig,

In Chap.1 you should add "Background of 3.1" should be added.

As far as I can see, we have 3 errata areas (Fortran, tools, RMA) and 
some new stuff... (sorry, I'm on travel).

For Fortran, one can say "the backend of the new Fortran 2008 interface was corrected".
