[Mpi-forum] Ticket 448

Having read https://svn.mpi-forum.org/trac/mpi-forum-web/ticket/448, I
don't see how there could be any debate on whether or not this is an
errata (or ticket-0) and don't think it's worth time to invite one.

I am concerned that we're going to spend many hours on Rolf's minor
corrections to the standard as it is, so I'd like to minimize any
unnecessary overhead for these.
