[Mpi-forum] MPI-3.0 has passed

I am pleased to announce that the MPI Forum unanimously voted to accept the MPI-3.0 document this morning.

Bill is working on making the final versions of the documents (putting in the right date, etc.).  I just wanted to let those who are not here in Vienna that the discussion and votes went well and we will soon have a final MPI-3.0 document.
