[Mpi-forum] Wording in MPI standard

[Jeff Hammond]

Page ii of the MPI-3 standard says that  messages from unsubscribed
addresses will be ignored. I guess this technically applied just to
mpi-comments@ but I assume the policy is general to @mpi-forum.org.
