[Mpi-forum] "const" ticket needs to be applied

I just added it to the I/O chapter by merging from https://svn.crest.iu.edu/svn/mpi-forum-docs/trunk/working-groups/mpi-3/bw-compat/ticket-140/ . (but having svn checkin permission issues, hence not checked in yet)
