[Mpi-forum] MPI 3.0 Passed tickets

Looks like the Language Bindings chapter is affected by 3 tickets:

- 274: committed moments ago
- 279: as Fab noted, committed months ago
- 229: (new Fortran) Waiting for Rolf to come back from vacation

I don't think any of us can make progress on 229 without assistance from Rolf.
