I've fixed things so that both make and make cleandoc work.  Note, however, that reviews *must* be performed on the official document, which you get with 

make cleandoc

The version with changes is not official and often obscures problems in the document.  The version with changes is useful to identify where to look at the official version, but must not be used as the review copy.
