At some point the whole forum has to look at them and vote on them (unless we change the process). Doing that during the final chapter vote would certainly be one way to do that, if that is what we decide. This would mean, though, that we have to find a place to keep all ticket 0 changes so people can look at them and it would also mean that there are changes to the chapter text in the repository after the final chapter vote. I always thought of the final chapter vote as a last look at the completed chapter text to check for inconsistencies, which would no longer be the case and this could be problematic.

Overall, I am more than willing to do whatever gets decided as the path forward, but I would prefer if we have a clearly defined process and (if we decide to group all ticket zero changes up to final vote) that we find a way to include them into the nearly final text to avoid misunderstandings in their implementation (since nobody will look at them after that anymore).
