[Mpi-forum] MPIR Specification / Draft for review

I have attached a new version per the feedback from the Forum at the Sept 16, 2010 first reading.  Changes are very minor and are show in red.  I will present these changes to the Forum tomorrow (Friday).

This PDF is also attached to ticket #228 (I said that it was on the tools wiki in the Forum; that was incorrect -- it's #228):
